Consultation on a proposed land swap in New Lynn is now open.

The swap involves a 295m2 piece of land in Margan reserve with 295m2 of land at Clinker place, enabling completion of a connection which will provide access to the train station and New Lynn Centre.

At the same time as enabling the completion of the link between Margan Ave and public amenities, the reserve will be improved by joining a fragmented strip of reserve together with the swapped land, making a larger strip on Margan Ave.

“This proposed exchange will have many benefits,” says Whau councillor, Ross Clow. “It will allow the New Lynn precinct plan to provide better access for the community which is growing all the time, and at the same time improve the quality of the reserve.

“It will also then help form part of the network of walkways throughout the area, while connecting the fragmented part of the reserve to a longer, more continuous strip which will improve public enjoyment of this space.

“We want to hear our communities’ views on the proposal’s merits and encourage all to have their say.”

Tracy Mulholland, Whau Local Board Chair, says the consultation will take on board all views. “We know that there will be differing opinions on the proposal and we are committed to listening to all sides before making a final decision.

“Our community is the most important part of this conversation, and while we are a board that is committed to preserving the very best things that our area has, we are equally passionate about ensuring this a space is utilised in the best way possible.”

The consultation is open from 16 October until 10pm, Friday 16 November 2018.

Key information about the proposed land swap

Land exchanges are assessed against the criteria in the council’s Parks and Open Space Acquisition Policy 2013 and Parks and Open Space Provision Policy 2016. Proposed land exchanges are prioritised according to the highest rating achieved.

The proposed land exchange is expected to have the following positive benefits to the community:

  • provide a road, pedestrian and cycle connection from Margan Avenue to New Lynn centre and the train station, aligning with the New Lynn precinct plan
  • enable a fragmented piece of Margan Reserve to be incorporated into a larger strip along Margan Avenue.

Assessment of the result of the proposed land swap:

  • the proposed land exchange would facilitate improved physical access between Margan Avenue to New Lynn centre and the transport hub, which includes the train station
  • the proposed land exchange would improve the connectivity of the network of open space walkways throughout the area.
  • there are no known heritage, cultural or natural values of significance located within the areas proposed for exchange.
  • the proposed land exchange will involve the loss of some vegetation to create the road however existing vegetation along Margan Avenue will be protected and a small, fragmented piece of the reserve will be connected to a wider and continuous strip.
