The Local Government Act 2002 (part 6) requires local councils in Aotearoa New Zealand to prepare, in consultation with their communities, a Long-term Plan every three years, and an Annual Plan in the other two years. These are also referred to as a Ten-year Plan or 10-year Budget and Annual Plan.

- This plan provides for a central proposal with a capital investment of $39.3 billion, and operating spending of $72.0 billion over 10 years.
- The overall rates increases proposed for the average value residential property are:
- 5 per cent in year one, 3.5 per cent in year two, 8 per cent in year three and no more than 3.5 per cent a year after that
- The central proposal includes a total capital spend of around $13.4 billion for Auckland Transport over 10 years.
- The Governing Body adopts the final Long-term Plan in June 2024, and it takes effect on 1 July 2024.
