Both the Papakura and Manurewa Local Boards paid tribute at recent meetings to residents who were named in the honours list last month.

Candy (Ngāiterangi, Waikato-Tainui) was awarded a Companion of the New Zealand Order of Merit for services to Māori and local government.

A Manukau City Councillor from 1995 until 2010, she also served as Deputy Mayor of Manukau from 1998 to 2007, served on the Counties Manukau District Health Board, and has been a board member at Manurewa since 2019.

Made a Companion of the Queen’s Service Order for Public Services in 2002, she was a district health board maternity care review panel member in 2012, and has contributed in many ways to Ngāti Te Ata in the education, health, housing, heritage and wellbeing areas.

Her one-time Manukau City Council colleague Colleen Brenda Brown (Kai Tahu) was made a Companion of the King’s Service Order for services to those with disabilities, local government and the community.

Brown has actively advocated for youth, people with disabilities and seniors for many years through various organisations, including championing causes through her roles on the Counties Manukau District Health Board.

Made a member of the New Zealand Order of Merit in 2001, Brown has also represented the disability sector on Auckland Council’s Social Policy Forum, and served many other disability groups.

Also acknowledged were Joan Withers, made a Companion of the New Zealand Order of Merit for services to business, governance and women; and Barry James Britten Brown for being made a Member of the New Zealand Order of for services to structural engineering.

Manurewa board chair Matt Winiata says Candy continues to provide sensible guidance to the board’s decision-making more than a decade after first being elected.

“Anne can always be relied on to be a voice of reason. She has the ability to cut through issues and land at common-sense outcomes that are always designed to benefit the community.”
