The storms passed, but they left a powerful lesson - we’re stronger when we’re prepared, together.
In tough times, it’s local knowledge and community spirit that get us through, and that’s why Māngere-Ōtāhuhu is putting emergency preparedness at the heart of community life.
Developed in partnership with Auckland Emergency Management (AEM), the new Māngere-Ōtāhuhu Local Board Emergency Readiness and Response Plan provides clear, practical guidance to help the community prepare for, respond to, and recover from disasters like flooding.
In response to the devastating weather events of 2023 which highlighted the importance of local preparedness and community support during emergencies.
Developed through consultation with diverse community and faith-based groups, subject matter experts, and key agencies, the plan is designed to reflect the unique needs of the 78,642 residents in mind.
“Our hearts go out to everyone affected, especially those still rebuilding. We deeply appreciate the community groups, government agencies, and locals who stepped in – your support made a real difference. This Emergency Readiness and Response Plan offers vital guidance to help us all prepare for, respond to, and recover from disasters like flooding. By working together and supporting each other, we can reduce future disaster impacts and protect the most vulnerable,” says Local Board Chair Tauanu’u Nick Bakulich.

The plan has been changed since the initial draft after the board requested changes to make sure the plan better reflects the Māngere-Ōtāhuhu community, is accurate, and clearly shows the board’s role. The updated plan now includes these changes.
The Emergency Readiness and Response Plan provides information and advice for people living and working in the local area to get ready for and respond to an emergency.
It provides clarity on the roles and responsibilities of Auckland Emergency Management, Auckland Council, the local board, individuals and communities across the four Rs of emergency management: reduction, readiness, response and recovery.
Printed copies will be available in libraries and community centres, while a digital version is available on the council website.
